Sri Lanka has secured financing for a rooftop solar and virtual net metering project intended to expand clean-energy access and improve electricity distribution systems.
The package includes an Asian Development Bank concessional loan of US$35 million, an EU grant of €15.4 million and US$5.5 million from Japan’s Joint Crediting Mechanism fund. Agreements were signed at the Treasury on 1 October.
Solar generation and distribution upgrades planned together
The Government Information Department said implementation would run from 2026 to 2030 through the Ministry of Energy, Electricity Distribution Lanka and LECO. Planned work includes smart metering, distribution management systems and battery storage.
EU support is intended to finance 25 megawatts of aggregated rooftop solar capacity under virtual net metering, including benefits for small and medium businesses. Network work in LECO areas, particularly Negombo, is also planned. The announcement concerns project financing and implementation plans, rather than completed installations.
